Okay, ladies and gentleman, as I'm sure you've noticed, I haven't really been posting a lot on here. The truth is, I'm not completely satisfied with the world so far. There is sort of a reality split over who is already what and what sort of condition the city is in. Observations, please.

In the begining there were only two: Batman and Joker. Make every one else create themselves as time goes by.

Perfect Yin and Yang going there. We can have a set group of stories that are going.
Joker exists and has existed for awhile. He came with Batman.
The Mad Hatter is a little newer his insanity has just reached fruition maybe the bank robbery was his second or third strike on reality.
Crane is still normal as far as everyone is conserned.
Falcone exists but finds his empire beginning to split as the rise of the freaks happens.
Two Face exists remains predictable.
Riddler exists remains a small time burgler. Maybe his title as the smartest man of Gotham is unproven. He probably has not identified who Bruce Wayne is yet.

That is probably a good choice, but I would still have Superman and Lex Luthor already, though they wouldn't be active in Gotham.
I think the existence of Superman sets up an interesting explanation for having so many criminals in Gotham, (It's near impossible to commit any offense there once the Man of Steel arrives...) and Lexcorp is such a good way for setting up any sci-fi gizmos, characters, or plots.

Superman and Batman have always been at the same time. Batman is normally portrayed as the older veteren for some reason but I think for our game they can be roughly the same time of beginning of maybe even Superman first thus Lexcorp is already in its grand stages.

I think Batman is just smarter and wiser then Superman. And yes if you include Metropolis the big four should all start at once.

I think the 'veteran' image has far more to do with their personalities. (You do NOT want a cynical, hard-edged Superman flying around!)
Superman and Lex will be around a wee bit longer. Also, my Mad Hatter's background is very different from his old one, but I haven't really delved into it yet.

I agree with Joker, simply because these are characters that have already been brought into the play- Crane is played already as a normal guy, my character has imitated Two Face, and Riddler's already shown up, as well as Hatter and Joker. Anyone else, I agree, should have to start off with their character -before- they become freaks, just to avoid confusion.
